As you may have read, Emily's body was found in Canyon Lake, Texas. She had been abducted, raped, and murders.
Sgt. David Ott was assigned to Emily's case. He worked it until 1994, in which time he asked to be taken off the case. Sgt. Ott told Sheila(Emily's  Mom) that he just couldn't work Emily's case any more because it "Just Made Him Sick".
After Sgt. Ott was taken off the case, it was assigned to Det. Jimmy Limmer and Chief Dept. Elwood  Hoherz. Together they worked Emily's case until a year and a half later.
In 1996 Det. Tommy Ward was assigned Emily's case and as far as we know he is still the investigative officer.Det. Ward and Jim Caruso picked up swabs from Emily's murder from the Travis County Coroners Office to have DNA testing done in a lab in San Antonio, Texas.
Bob Holder was Sheriff at this time and Sheila(Emily's Mother) made another attempt to talk with him and Det. Ward to find out how Emily's case was going and what had or hadn't been done. Det. Ward told Sheila that he had now sent the swabs to California for DNA testing.
We weren't even able to get an appointment to see Det. Ward until we went to a Victims Rights Advocate and she got the meeting for us. The Victim's Rights Advocate and Sheila's daughter Elizabeth went with Sheila for this meeting. Elizabeth went to the meeting in the thought of helping Det. Ward in some way since she knew nearly all of Emily's friends and where they all hung out together. It just seemed that all the questions that they had for Det. Ward never got answered or he just wouldn't talk about them at all. From the meeting that Sheila, her other daughter Elizabeth & our Victim Rights advocate had with  Det. Ward, we all knew that if anything was going to be done about Emily's murder, then it was going to be up to us to do it.
That is when(February 2003)Sheila and I started our own investigation to find Emily's killer. It just seemed that all the questions that we had for Det. Ward never got answered or he just wouldn't talk with us at all and we were sick of being treated as if Emily and her child didn't mean enough for them to even look for her killer(s).
There is information about Emily's case that can be given to us, but Det. Ward refuses to do that. We also contacted so many specialists to help us, but once again Det. Ward refused and told us it was his case.We feel that some of those specialists could have helped us find Emily's killer or at least information that would help in the investigation. You can read on another page(Page 4) of this site, all of the specialists that wanted to work Emily's case, but Det. Ward had refused.
Here it is 15 years later and Det. Ward is not any closer than he was when he took over the case. We always thought that the investigative office that was working a murder case would stay in contact with the family and let them know what they were doing to find the killer or anything else about the case. Det. Ward has never done this and Sheila has to just keep pushing to even get a meeting with him. I guess that you could say we have little confidence in the police ever solving Emily's murder and that has made us work even harder to find her killer.
Since this time(March 2008), Sheila has not even gotten to meet with Det. Ward for at least 2 years. She has called several times asking for a meeting, but Det. Ward never returned her calls. We just can't understand this. You would really think that Det. Ward would want Anyone to help solve this case since it has now been 15 years and there has been nothing done.
The thing that has angered us the most is that we have went to the web site for the Comal County Sheriffs office and looked to see if Emily's case is featured on the Unsolved Murder cases and there is Nothing. In fact there is no mention of Emily Garcia anywhere on that site. Why?
If any of you that read this feel that the way this case is being handled is so wrong, please contact the Sheriff or Det. Ward himself and tell them this. Maybe if enough people call in they will finally try to do what they should have done years ago......Find Her Killer.
The information below is the contact information for Det. Ward and for us. If you have any information or want to help us, please contact us. We really need any and all the help we can get. God bless you all because if this animal isn't caught, He Will do it again!!!
It may be your child that is next!

Since adding this page to Emily's site(March28, 2008) and asking people to help us by calling the Sheriff or Det. Tommy Ward to tell them that they feel this case has been handled very wrong, we have had calls from people letting us know that they have done just that. We would like to thank these people with all of our heart and let them know how very much we appreciate their help. We hope that many more will read this and call also.
God Bless You All!!
